The short answer: a needle valve is a simple adjustable restriction, it sets an orifice size, but the flow through it changes when the pressure changes. A pressure-compensated flow control valve holds a constant flow regardless of load pressure by automatically keeping the pressure drop across its orifice constant. Use a needle valve where the load is steady, and a pressure-compensated flow control where the load varies and speed must stay constant.
A needle valve uses a tapered needle moving into a conical seat, with a fine-thread stem for precise orifice adjustment. It is simple, cheap and good for fine metering. Its weakness is that it does not compensate for pressure: set to pass, say, 2 litres per minute at one load, it will pass noticeably more if the load drops. That can be a large speed swing as the load changes, which is fine for a fixed load but poor as a primary speed control on variable loads.
These add a compensator spool to the adjustable orifice. The compensator continuously adjusts to hold a constant pressure drop across the metering orifice, so the flow, and therefore the actuator speed, stays essentially constant even as the load pressure changes.
